		<description>At last someone who provides a little common sense to the climate change debate.  Congress and the environmentalists seem to be blindly endorsing the legislative proposal from Sens. Lieberman and Warner, but that bill is so obviously flawed.  It essentially provides enormous bribes to various constituencies 99 largely the coal and utility companies) in order to obtain their political support.  Time to step back and think creatively -- and here&#039;s where output based standards make such sense.</description>
